It is unconstitutional for state to charge a bus fee court says. States are running out of money. There are many creative ideas that are coming up. Harm is being done to the poor. Let's face facts, because the rich tend to send their children to private schools, while the poor are stuck in schools that look like cinder block prisons. All that is missing is razor wire.
